Why does the LORD call the heavens?

Jeremiah 2:12 (ESV)

12 Be appalled, O heavens, at this; be shocked, be utterly desolate,declares the LORD,

Heaven is called in as a witness to this. In the lawsuit against his people, God can appeal to this witness who has seen everything. And the sky shudders: how is this possible?
