What purpose does God have with bringing his people into the wilderness?

Hosea 2:14 (ESV)

14 “Therefore, behold, I will allure her, and bring her into the wilderness, and speak tenderly to her.

The answer also lies in Hosea 2:14: and speak tenderly to her. That is to say, he will speak in such a way that her heart will melt. He will say, let us stay together forever from now on. Do not let anyone interfere anymore. This is how God allures his people. To allure, that is to seduce, to persuade. He so desperately wants the people all to himself. Here you hear the announcement of a second marriage after the divorce, of a new covenant. Ultimately that will be an eternal covenant, based on the sacrifice of the Lord Jesus. A covenant that will no longer be broken by the sin of the people. Only through him can the bride stand clean and pure before God.
