What does it mean for these men to be grumblers?

Jude 1:16 (ESV)

16 These are grumblers, malcontents, following their own sinful desires; they are loud-mouthed boasters, showing favoritism to gain advantage.

It seems as if the heretics are complaining against God and his law and are unsatisfied with their lot in life. Grumbling was the sin of the generation of the wilderness and it is also the pattern of the heretics' heart.
