Who opened the third seal?

Revelation 6:5 (ESV)

5 When he opened the third seal, I heard the third living creature say, “Come!” And I looked, and behold, a black horse! And its rider had a pair of scales in his hand.

Again, it is the same Lamb who opened the first two seals of the scroll he had taken from God’s hand. This is the enthroned Son of God who was worthy to receive all praise from every creature (Revelation 5:13).
