When does a bird fall into a snare?

Amos 3:5 (ESV)

5 Does a bird fall in a snare on the earth, when there is no trap for it? Does a snare spring up from the ground, when it has taken nothing?

A bird will only enter a snare when it is tempted by bait. The snare itself will only spring up and close if a bird enters and triggers the snare.1
