Luke 2:1–7 (ESV)

1 In those days a decree went out from Caesar Augustus that all the world should be registered.

Kings, presidents, governments, nations, the UN all are part of human history and play a more or less significant role. Most of them are secular and not aware of the fact that God acts in history and will bring human history to an end when Christ returns and justice is done.
