Why does Amos mention Zion here?

Amos 6:1 (ESV)

1 “Woe to those who are at ease in Zion, and to those who feel secure on the mountain of Samaria, the notable men of the first of the nations, to whom the house of Israel comes!

Zion is another name for Jerusalem, the capital city of Judah. Judah is probably mentioned because the people of that city had a similar attitude to the people of Samaria and they are included to show that the Lord is an impartial judge.1
