Why is it significant that Carmel withered?

Amos 1:2 (ESV)

2 And he said: “The LORD roars from Zion and utters his voice from Jerusalem; the pastures of the shepherds mourn, and the top of Carmel withers.”

Carmel was an area where water could be found despite three years of drought in the time of Elijah (1 Kings 18:2, 1 Kings 18:5, 1 Kings 18:20, 1 Kings 18:33–35). Now Carmel itself will wither.
