Why is Sheshbazzar called the prince of Judah?

Ezra 1:8 (ESV)

8 Cyrus king of Persia brought these out in the charge of Mithredath the treasurer, who counted them out to Sheshbazzar the prince of Judah.

Though he is mentioned as a prince of Judah, this does not mean he was descended from David. It is most likely a title to indicate his status.1
