Psalm 87:4 (ESV)

4 Among those who know me I mention Rahab and Babylon; behold, Philistia and Tyre, with Cush “This one was born there,” they say.

Babylon was the great power to the east. It was the capital of an international power that eventually destroyed the southern kingdom of Judah (586 BC) and became a symbol of wickedness and animosity toward God.
