Was Israel's weeping a good response?

Judges 2:4 (ESV)

4 As soon as the angel of the LORD spoke these words to all the people of Israel, the people lifted up their voices and wept.

Israel's response here was likely too little, too late. Israel is like the little child who knows that 'if I burst into tears at the appropriate time, I won't get spanked.'... Really the child is being manipulative. But tears and sacrifice are no substitute for a broken and contrite heart that resolves to change. This was not real repentance, for as soon as this passage is over, Israel falls right back into the same sins. They were trying to manipulate God to get out of the judgment they knew they deserved.1
