Judges 1:16 (ESV)

16 And the descendants of the Kenite, Moses’ father-in-law, went up with the people of Judah from the city of palms into the wilderness of Judah, which lies in the Negeb near Arad, and they went and settled with the people.

In Judges 3:13 the city of palms refers to Jericho. Here, however, the term expression is a generic designation for a fortified oasis settlement, most likely Tamar on the western edge of the Arabah south of the Dead Sea.1
