Who put Paul where he was?

Philippians 1:16 (ESV)

16 The latter do it out of love, knowing that I am put here for the defense of the gospel.

Literally, Paul writes that he has been set up (keimai) for this purpose. God has appointed him to this task and has led him in such a way that he has now been put in chains and will have to give an account.1
