Esther 9:30 (ESV)

30 Letters were sent to all the Jews, to the 127 provinces of the kingdom of Ahasuerus, in words of peace and truth,

Mordecai ensured that this second letter, written by Esther, would be read by all the Jews who lived throughout the empire. It is not clear whether the words of goodwill and assurance indicate a form of greeting at the beginning of the letter, or whether such words made up the greatest part of the letter.

If the latter is the case, the letter might have been intended to remind the Jews of the peace in which they could live from now on, encouraging them to respond to this gift of peace with faithfulness.
