Esther 8:14 (ESV)

14 So the couriers, mounted on their swift horses that were used in the king’s service, rode out hurriedly, urged by the king’s command. And the decree was issued in Susa the citadel.

Not only the edict’s content, but also its transmission closely paralleled that of the first edict (see Esther 3:14–15). The author uses these repetitions to indicate the complete victory of Mordecai over Haman.
