To whom or what did Paul speak of his chains?

Philippians 1:13 (ESV)

13 so that it has become known throughout the whole imperial guard and to all the rest that my imprisonment is for Christ.

When the apostle speaks of his chains having become known to the entire praetorium, we can hardly imagine that the apostle’s chains had become known to a building. He is referring to people here. In all likelihood these people were the dignitaries who heard his preaching and the court officials and/or the soldiers who had to guard the prisoners.1
