This is a notoriously difficult verse to translate.1 It seems to be a call for the people of Moab to grow wings and fly away. They need to flee for their lives. That is the only option they have left. The speaker is not identified, but even if these words are placed on the lips of someone in Moab, it is ultimately an instruction from the Lord.
