Who was Tobiah the Ammonite?

Nehemiah 4:3 (ESV)

3 Tobiah the Ammonite was beside him, and he said, “Yes, what they are building if a fox goes up on it he will break down their stone wall!”

Nehemiah had mentioned in Nehemiah 2:10 that Tobiah was a servant, a term that suggests he was an official under Sanballat. In the present passage he was beside Sanballat as (one of) the governor’s audience to his contemptuous questions.
