Were all the defeated cities completely dispossessed at this time?

Joshua 12:10–24 (ESV)

10 the king of Jerusalem, one; the king of Hebron, one;

Some of the kings who were defeated did not have their cities destroyed or occupied. Joshua 12:10 mentions that the king of Jerusalem was defeated but full control of the city would only take place in the time of David (Judges 1:21; Judges 19:11–12; 2 Samuel 5:6–9). Similarly, there are other cities listed that were only dispossessed at a later time (e.g., Taanach, Megiddo, and Dor in Judges 1:27; Bethel in Judges 1:22 and Hormah in Judges 1:17).1
