17 the likeness of any animal that is on the earth, the likeness of any winged bird that flies in the air,

Following the warning against images in human form comes the forbidding of images of various other forms—animals, birds, creeping things, and fish. The making of such images was done by other religions, especially Egyptian and Canaanite.
