Who were “the priests” building above the Horse Gate?

Nehemiah 3:28 (ESV)

28 Above the Horse Gate the priests repaired, each one opposite his own house.

Nehemiah had earlier mentioned the priests in Nehemiah 3:22 (see on that verse). The present body of priests is a different group than those mentioned before, repairing a different section of wall.
