What are we told with the additional words, “he rebuilt it and covered it”?

Nehemiah 3:15 (ESV)

15 And Shallum the son of Col-hozeh, ruler of the district of Mizpah, repaired the Fountain Gate. He rebuilt it and covered it and set its doors, its bolts, and its bars. And he built the wall of the Pool of Shelah of the king’s garden, as far as the stairs that go down from the city of David.

The term rebuilt suggests Shallum and his team had to reconstruct from the ground up (see Nehemiah 3:2). The term covered tells us that the team placed a roof over this gate. This is the only gate in the present chapter that receives a roof. Perhaps that’s due to the multiple pools in its proximity (Nehemiah 3:15–16), suggesting shade for relaxation.
