9 when I made clouds its garment and thick darkness its swaddling band,

The sea seems frightening to man (Job 7:12; Job 26:12). To God, however, the sea is like a helpless infant that needs to be clothed. God has wrapped the sea with the clouds and darkness that are often seen hanging above it.
