Job 33:14 (ESV)

14 For God speaks in one way, and in two, though man does not perceive it.

God does communicate, although he will not steep down to defend himself against men’s accusations. Elihu reminds Job to listen to (perceive) the things that God does say, rather than demanding answers that God is not obliged to give.
