Why does the gift go to the elders in Jerusalem?

Acts 11:30 (ESV)

30 And they did so, sending it to the elders by the hand of Barnabas and Saul.

The gift goes to the elders, most likely because the apostles are not present (see Acts 12:17). The elders may have included some of the Seven (Acts 6:1)1 and they would see to it that the money is used appropriately.
