Who are the brothers throughout Judea?

Acts 11:1 (ESV)

1 Now the apostles and the brothers who were throughout Judea heard that the Gentiles also had received the word of God.

Brothers is a reference to Christian believers. Though the masculine term is used, it includes men and women. We know for certain that there were women who were part of the church in Judea (see Acts 6:1; Acts 9:36).
