Why do the people shout that the voice of Herod is the voice of God

Acts 12:22 (ESV)

22 And the people were shouting, “The voice of a god, and not of a man!”

As a result of their eagerness for reconciliation, the envoys as well as others in the crowd would be eager to flatter Herod.1 As a result, they claim that his voice is like that of a god.
