What is the problem with the amount of young virgins found?

Judges 21:12 (ESV)

12 And they found among the inhabitants of Jabesh-gilead 400 young virgins who had not known a man by lying with him, and they brought them to the camp at Shiloh, which is in the land of Canaan.

Israel is not out of the woods yet. This operation in Jabesh-gilead produces only four hundred young virgins. They are two hundred short of the six hundred they need.
