In an attempt to rouse the Lord, the Israelites offer ritual observance by sacrificing burnt offerings and peace offerings on an altar (as in Judges 20:26). But again, the Lord does not answer. The Lord offers no solution to their predicament. He leaves them to their own devices.
4 And the next day the people rose early and built there an altar and offered burnt offerings and peace offerings.
