How does this verse develop the narrative?

Judges 20:17 (ESV)

17 And the men of Israel, apart from Benjamin, mustered 400,000 men who drew the sword; all these were men of war.

Although the narrator repeats the size of the Israelite forces (400,000 swordsmen; see Judges 20:2), his notice that Israel mustered these men shows that all the man had complied with the decision of Judges 20:8.1
