What is the actual character of this assembly?

Judges 20:2 (ESV)

2 And the chiefs of all the people, of all the tribes of Israel, presented themselves in the assembly of the people of God, 400,000 men on foot that drew the sword.

This verse notes that the chiefs of all the people, some 400,000 soldiers on foot, presented themselves in the assembly. This is an enormous army, by the standards of the book of Judges. But it is an assembly gathered not for worship, but for war. They are armed with swords. They are out for blood.
