3 And some of the people of Judah, Benjamin, Ephraim, and Manasseh lived in Jerusalem:

The Chronicler’s report of the reoccupation of Jerusalem (1 Chronicles 9:3) is another important tie between the present and the past for the postexilic community. The resettling of Jerusalem is a sure sign of God’s blessing and a hopeful sign since the prophetic promises for the rebuilding of the nation of Israel are centred in the city of David (Isaiah 44:26, Isaiah 44:28; Jeremiah 33:16).1

Reference to the tribe of Benjamin at the beginning of the list (1 Chronicles 9:7–9) serves as a bridge between the genealogy of Benjamin (1 Chronicles 8:1–40) and the account of Saul’s kingship (1 Chronicles 9:35–10:14, including the Chronicler’s final genealogy, the Benjamite lineage of King Saul in 1 Chronicles 9:35–44).2
