Judges 19:11 (ESV)

11 When they were near Jebus, the day was nearly over, and the servant said to his master, “Come now, let us turn aside to this city of the Jebusites and spend the night in it.”

As the sun sets, the Levite debates with his servant as to where they will lodge for the night. Missing from this conversation is the concubine. The master and the servant are the ones deciding.
