Why is this army “set in array as a man for battle” against the “daughter of Zion”?

Jeremiah 6:23 (ESV)

23 They lay hold on bow and javelin; they are cruel and have no mercy; the sound of them is like the roaring sea; they ride on horses, set in array as a man for battle, against you, O daughter of Zion!”

This terrifying army is set in array as a man for battle. It is well prepared, well organized and has a single-minded focus; the daughter of Zion. The use of this phrase to describe Jerusalem personifies the city as a daughter and a woman. This intensifies the depth of the crisis as the city faces such a powerful and brutal force.
