Who says, “Prepare war against her”?

Jeremiah 6:4 (ESV)

4 “Prepare war against her; arise, and let us attack at noon! Woe to us, for the day declines, for the shadows of evening lengthen!

In Jeremiah’s vision the enemy now speaks and there is a call to prepare war against her. The shepherds of Jeremiah 6:3 are now commanders calling their troops to action. The Hebrew word for prepare is qaddesu and may suggest the religious rituals that often preceded battle. This would lay stress on the serious purpose of the invaders and therefore of Yahweh .1
