The seemingly peaceful scene of shepherds pitching their tents around Jerusalem and pasturing their sheep is not what it appears to be. These shepherds with their flocks will come against her.
They do not come in peace. These are enemy kings coming to invade Jerusalem and the sheep they bring to pasture are probably armies of fighting men. Pitching tents suggests a siege in the city and the invading army will use the surrounding agricultural resources to sustain itself as it lays siege to Jerusalem.1
