Who do the dogs and pigs refer to?

Matthew 7:6 (ESV)

6 “Do not give dogs what is holy, and do not throw your pearls before pigs, lest they trample them underfoot and turn to attack you.

Historically, dogs and pigs have been understood as a reference to unbelievers who are adamantly opposed to the gospel.1 This is the manner in which Peter makes use of the terms (2 Peter 2:21–22).2
