Grammatically, the pronoun he
can only refer to the angel who had been John’s tour guide around the New Jerusalem (Revelation 21:9f, Revelation 21:15; Revelation 22:1). This angel, of course, did not act on his own authority but had spoken and acted on the authority of Jesus Christ (Hebrews 1:14). The pronoun me
is a reference to John (John 1:9).
