How was the weight of a shekel determined?

Leviticus 27:25 (ESV)

25 Every valuation shall be according to the shekel of the sanctuary: twenty gerahs shall make a shekel.

Different shekel systems operated within Hebrew culture simultaneously Genesis 23:16 refers to, the weights current among the merchants. The sanctuary operated with a different shekel system (see Exodus 30:13, Exodus 30:24; Exodus 38:24–26.)
