How was the value of the house determined?

Leviticus 27:14 (ESV)

14 “When a man dedicates his house as a holy gift to the LORD, the priest shall value it as either good or bad; as the priest values it, so it shall stand.

The priests were responsible to evaluate the house. Thereafter the priests could dispose of the property in any way they saw fit, but only according to the valuation that was determined.
