Leviticus 27:11 (ESV)

11 And if it is any unclean animal that may not be offered as an offering to the LORD, then he shall stand the animal before the priest,

The Hebrews were also allowed to vow unclean animals to the Lord. However, these animals may not be used as a sacrifice. These unclean animals could be used for other tasks such as transportation.
