Who may redeem his relative?

Leviticus 25:49 (ESV)

49 or his uncle or his cousin may redeem him, or a close relative from his clan may redeem him. Or if he grows rich he may redeem himself.

The order of redemptive obligation is listed: its sequence is from the closest relatives, the brothers, to the most distant blood relatives. Additionally, the Hebrew may redeem himself if he gains sufficient means.
