Leviticus 24:22 (ESV)

22 You shall have the same rule for the sojourner and for the native, for I am the LORD your God.”

The term rule is used to refer to a standard or judicial expectation. It means that the same rules apply to everyone within Israel, both the Hebrew as well as the sojourner. All inhabitants are equal under the law.
