This statement has been understood in various ways by commentators. Some argue that the Lord gives these sacrifices to the priest for their well-being. Others understand this verse to highlight the mediatorial responsibilities of the priesthood. The priest, in other words, serves as both the Lord’s representative to the people as well as the people’s representative to the Lord.
20 And the priest shall wave them with the bread of the firstfruits as a wave offering before the LORD, with the two lambs. They shall be holy to the LORD for the priest.
