No sacrifices are to be offered anywhere except in the tabernacle. Additionally, this law governs the Israelite as well as, the strangers who sojourn among them.
The stranger is subject to the laws of Hebrew society as well as the cultic regulations of Hebrew worship (see Exodus 12:19, Exodus 12:48–49; Exodus 20:10). In this way, everyone in Israel, without exception, is required to keep this law.
