To whom does “any one” refer?

Leviticus 17:3 (ESV)

3 If any one of the house of Israel kills an ox or a lamb or a goat in the camp, or kills it outside the camp,

In the Hebrew, Leviticus 17:3 begins with a double noun, man, man. This type of repetition means that any person who does not follow God’s command is condemned; there is no exception.
