This verse shares succinctly the material of Numbers 14:31–35. The children of the Horeb generation will enter the Promised Land. This generation is characterized as below the age of discernment, not knowing the difference between right and wrong; that is, they are not yet morally responsible, and therefore they become recipients of the inheritance of the land.
39 And as for your little ones, who you said would become a prey, and your children, who today have no knowledge of good or evil, they shall go in there. And to them I will give it, and they shall possess it.
