God’s will is in view, because God is the subject of this co-witnessing. People are not empowered with the ability to dispense God’s Spirit, nor can they ever force it. Only God’s will decides about the application of signs, wonders, displays of power, and dispensing of the Spirit.1
4 while God also bore witness by signs and wonders and various miracles and by gifts of the Holy Spirit distributed according to his will.
