What does it mean for Simeon to be righteous and devout?

Luke 2:25 (ESV)

25 Now there was a man in Jerusalem, whose name was Simeon, and this man was righteous and devout, waiting for the consolation of Israel, and the Holy Spirit was upon him.

By using the words righteous and devout, Luke wants to emphasize Simeon’s character. He is a godly man, someone who can be trusted,1 someone who fears God and wants to honour him.2
