5 And the man Micah had a shrine, and he made an ephod and household gods, and ordained one of his sons, who became his priest.

Micah was content to set up his own place of worship, equipment, and priestly personnel for worshipping the Lord at his convenience. This is an illustration of life in Israel as a whole.
